Ineffective functioning of administration – migration of more than 50 percent villagers from the area, leaders filling their pockets with schemes.

Rinkesh Bairagi,

Looking at the migration scene, it can be understood that all the claims of the government and the hard work of the administration are a kind of sham, dishonesty and a big betrayal of the tribal society. Migration is a curse for tribal areas, and is mainly for those who migrate to feed their families and children. Those who go on migration are forced to leave their homes and go to work as labourers, they have no other option but to go to other states and earn a living for their families. The villagers of the tribal area have been leaving their home, village, district and state and going to other states for years in search of work, taking a few months’ worth of ration and material. The loan taken by them for their convenience and livelihood increases by leaps and bounds by staying in the district, to end the cycle of debt, the tribal communities move on the path of migration. In the evening, in the district, villagers are found sitting with sacks and bedding at various places on the route of long route buses till 12 o’clock in the night. Most of them migrate to the states of Gujarat, Rajasthan, and Maharashtra to make arrangements for life, because these villagers do not get that facility of work or employment in their own areaIt is not possible that these people can live here and sustain themselves and their families.

The percentage of implementation of the administration’s plans appears pale on this scene, while the claims and promises of the government appear to be weak and baseless and are seen kneeling like a defeated soldier. The leaders of the tribal area keep fooling the people of their own community and keep filling their own pockets, by giving benefits to their subordinate workers in order to fulfill the facilities and schemes, as a result of which even today, under the influence of rural poverty, they are forced to migrate in the cycle of migration

They get blisters and then their descendants are forced to walk in the same cycle of migration, and the leader shamelessly looks at this combination, but never thinks of a solution to this problem. By raising their voice in the MLA, MP, Assembly or Parliament and making them aware of the poverty, unemployment and other inconveniences of the tribal area, they get the government to open the treasury of schemes, but the benefits of all those facilities and schemes do not reach the villagers, rather the leaders along with their special sycophants loot the entire treasury. The priority of the question is that if government schemes are implemented properly in tribal areas, then why would the villagers migrate? Lack of water in the area is the first problem, so couldn’t the government arrange water for its tribal brothers all these years, and if it couldn’t, then why couldn’t it? There is a compulsion to migrate because there are fields but there is not enough water for irrigation, where there is water, it is so little that crops cannot be grown. To arrange water, the government has implemented many schemes, in which wells, canals, sack dams, pond construction, hand pumps, mining, tubewells are done, but due to the system of poor administration, the worm of corruption licks away the substantial benefits that the villagers get, and the leaders and representatives of the villagers’ own communityDespite being there, they feel helpless. The second main reason is the lack of work in the area due to which in the process of raising a family, villagers go away from their relatives on the path of migration. To solve this problem, the scheme which the government had implemented and patted itself on the back, also fell prey to the greedy nature of the administration. In this scheme, 100 days of employment is to be given to the villagers by the Panchayat, but even there the termite of corruption is already present and eats away the profits of the poor villagers. At the Panchayat level, many times the work is done with machines instead of laborers and those machines either belong to the representative of the leader or belong to the Sarpanch or the leader himself. Wherever the work is done by laborers, 10 percent of the names are written in the list of those who are not working at that place, and 10The percentage are those who work half a day and get full wages. The wages of these 20 percent laborers are shown and there is a stigma of corruption on them. The third main reason is the debt on the villagers, in which a person from the tribal community gets trapped even unwillingly, and then in order to pay off that debt, he loses everything by going round and round in the thorny wheel of interest. Sometimes the debt continues from generation to generation, and to end it, either he has to pay the debt to his ancestorsThe land has to be sold or the path of migration has to be intensified.

The government made many promises to solve this problem, rules and regulations were brought in against moneylenders, simple loan schemes were made from all types of banks, loan facilities were also provided for crops on farms, but again the poor system spoiled the benefits of every poor person. Bank loan is also given by giving a huge commission or bribe and if everything goes well then the time taken to get the loan becomes so long that the villager gets buried under the burden of interest. The debt becomes very high due to bad practices like dowry etc., which the villager cannot escape even if he wants to.

However, the families moving on the path of migration, in their efforts to earn their living, mislead the future of the future generations, the children going with them are deprived of education and away from the light of awareness, they too are forced to go into the darkness of migration in the future. While hundreds of ponds are approved in many schemes in the district, the rivers no longer flow, and the government administration is failing and looking at the sight.
